Summary Job Description:
PCBB is seeking a hands-on Head of Software Development to lead the modernization and evolution of the bank’s proprietary applications and future digital platforms. This role will define and execute a forward-looking development strategy, transforming existing systems into scalable, secure, and cloud-enabled solutions while enabling the rapid development of new capabilities aligned with business growth.
This leader will operate as both a technical strategist and hands-on builder, establishing development standards, improving delivery execution, and positioning software development as a core enabler of PCBB’s broader strategy to modernize technology and leverage data and AI.  The ideal candidate thrives in an environment that offers high independence paired with clear accountability and is effective at partnering with business leaders to translate needs into practical, scalable solutions.
Duties and Responsibilities:
  •  Lead the modernization of PCBB’s application portfolio, defining the approach to evolve existing systems into scalable, secure, and maintainable platforms
  • Establish and implement modern software development practices, tools, and standards across the organization
  • Define application architecture and development strategy, including cloud adoption, automation, and API-driven design
  • Improve the consistency, visibility, and delivery of development initiatives
  • Implement secure development practices and address application risk and technical debt
  • Partner with business leaders to translate needs into scalable, high-impact technology solutions
  • Evaluate and incorporate emerging technologies, including AI-assisted development, to improve productivity and innovation
  • Contribute to the broader IT strategy, helping shift technology from a support function to a strategic business enabler 
Skills Required: 
  • Strong experience in modern software architecture and cloud platforms (AWS, Azure, or GCP) 
  • Proven ability to modernize and evolve existing application environments 
  • Deep understanding of software development lifecycle, tooling, and best practices 
  • Experience designing and building API-driven solutions and system integrations
  • Experience developing automation solutions to improve efficiency and scalability
  • Familiarity with secure development practices in regulated environments 
  • Exposure to AI-assisted development tools and modern engineering workflows 
  • Experience with Java-based applications and Microsoft SQL environments is a plus
  • Strong communication skills with ability to engage business stakeholders and translate requirements into effective technical solutions
Education/Experience Requirements:
  • Bachelor’s degree in computer science, Engineering, or related field (or equivalent experience)
  • 7+ years of software development experience
  • Prior leadership experience within a development organization
  • Experience in financial services, fintech, or other regulated industries preferred
