Summary Job Description:
The Payments Business Analyst supports PCBB's Operations team by applying structured analytical and documentation skills across both software application development and day-to-day operational processes. This position serves as an embedded business analyst within the application development lifecycle, eliciting and documenting requirements, researching payment processes and industry standards, and partnering with Technology, Product and Project teams to drive effective platform delivery. These same skills extend naturally into the broader Operations function, where the analyst contributes to process development, workflow documentation, and continuous improvement initiatives. The ideal candidate brings a strong business analysis background, an understanding of banking and payment systems, and the ability to work fluidly across operational and technology contexts within a collaborative, cross-functional environment.
Duties and Responsibilities:
  • Elicit, document, and maintain detailed business and functional requirements for payment platform enhancements, new capabilities, and integrations, translating stakeholder needs into clear user stories, acceptance criteria, and use cases.
  • Conduct in-depth research into payment processes, operational workflows, industry standards and specifications (e.g., ISO 20022, SWIFT, FedNow, Fedwire), and regulatory requirements to ensure that both platform requirements and operational processes are accurate, complete, and compliant.
  • Facilitate requirements-gathering sessions and working groups with business stakeholders, product owners, technology teams, and operations staff.
  • Analyze existing payment and operational workflows and system behaviors to identify gaps, inconsistencies, or improvement opportunities, and propose solutions that balance operational efficiency with technical feasibility.
  • Document and maintain current-state and future-state process workflows, standard operating procedures (SOPs), and operational playbooks, applying consistent documentation standards across both technology and operations contexts.
  • Partner with technology teams throughout the software development lifecycle to refine requirements, support planning, answer questions during development, and validate that delivered functionality meets acceptance criteria.
  • Support the identification and prioritization of process improvement opportunities, applying structured analysis to reduce manual effort, improve accuracy, and strengthen internal controls.
  • Serve as a liaison between the Operations team, Technology, Product and Project Management teams, ensuring that business context and operational nuance are clearly understood by technical staff and vice versa.
  • Maintain and organize a repository of requirements documentation, process maps, and supporting artifacts in collaboration tools such as Confluence or Jira.
  • Assist in development test plans, support User Acceptance Testing (UAT), and guide staff through the deployment and adoption of new technologies.
  • Prepare clear and concise documentation, presentations, and status updates for internal stakeholders at varying levels of technical and operational familiarity.
  • Support project and change management activities as they relate to operational or platform changes, including training materials and communication plans
Skills Required: 
  • Strong business analysis skills including requirements elicitation, documentation, and process modeling (e.g., swim-lane diagrams, flowcharts).
  • Solid understanding of payment systems and processing, including wire transfers, ACH, and familiarity with ISO 20022 standards or FedNow and RTP is a plus.
  • Proficiency with collaboration and project tracking tools such as Jira, Confluence, or equivalent.
  • Excellent written and verbal communication skills with the ability to translate complex operational and technical concepts for diverse audiences.
  • Analytical and critical-thinking skills with a strong attention to detail.
  • Ability to manage multiple priorities, adapt to shifting needs, and work effectively both independently and in cross-functional teams.
  • Strong stakeholder management and facilitation skills in a cross-functional environment.
Education/Experience Requirements:
  • Bachelor’s degree in business, Finance, Information Systems, or a related field.
  • 6+ years of business analysis experience within banking or financial services, including work with payments platforms.
  • Hands-on experience with at least three of the following: ACH (including same-day), domestic and cross-border wires, RTP, FedNow, FX, or digital asset payment flows.
  • Demonstrated experience documenting end-to-end payment flows, including business and functional requirements, as well as exception and reconciliation processes.
  • Familiarity with payment messaging standards such as SWIFT MT and ISO 20022.
  • Working knowledge of AML, sanctions, and KYC requirements as they apply to cross-border payments, FX, and digital channels.
  • Professional certifications such as IIBA CCBA/CBAP, PMI-PBA, or relevant payments/cash management certifications (preferred).
