Summary Job Description:
The EVP CIO is a senior executive reporting directly to the CEO, responsible for managing technology vision, strategy, and innovation. This individual provides leadership, structure, and vision for the IT function, ensuring secure, efficient, and cost-effective use of technology to support the PCBB’s current and future objectives.
Duties and Responsibilities:
  • Provide leadership for the planning, development, implementation, and maintenance of all information technology initiatives and systems across PCBB.
  • Oversee internal IT infrastructure, operations, and security.
  • Strives to maximize organizational efficiency by improving business processes with technology.
  • Manages IT budgets, governance, and ensures technology investments support business goals.
  • Focuses on supporting employees and business units to make internal operations more productive.
  • Develop and execute the enterprise IT strategy, aligning technology planning with the company’s business goals, digital priorities, and regulatory obligations.
  • Lead the modernization, integration, and ongoing management of internal IT infrastructure, operations, and enterprise systems to ensure reliability, scalability, and security.
  • Guide digital transformation initiatives: streamline business processes, automate workflows, and drive adoption of innovative solutions to improve efficiency and enhance both employee and customer experiences.
  • Oversee strategic IT investments, manage technology budgets, and ensure cost-effective deployment of resources to maximize return and support future innovation.
  • Champion enterprise cybersecurity, data governance, and risk management by implementing industry-leading policies, controls, and incident response strategies.
  • Lead the development and continuous improvement of business continuity and disaster recovery plans, ensuring operational resilience in the face of disruptions.
  • Build strong partnerships across business units, supporting technology enablement, change management initiatives, and the adoption of organization-wide best practices.
  • Establish and maintain effective vendor and service provider relationships to ensure service excellence and integration of leading technologies.
  • Foster talent development in the IT department, cultivating a high-performing team capable of adapting to technological change and rising business demands.
  • Ensure robust compliance with industry standards, data privacy requirements, and all regulatory mandates relevant to banking and financial services.
  • Serve as a thought leader by keeping the organization informed about emerging technologies and digital trends, advising the executive team on innovation opportunities, potential market disruptions, and associated risks.

Education/Experience Requirements:
  • Minimum of 10 years of experience in banking, payments, or financial technology, with deep exposure to fintech platforms and regulatory regimes.
  • At least 5 years in senior leadership, driving technology transformation or building financial services systems.
  • Bachelor’s degree in Technology, Business Management, Computer Science, or Engineering preferred; a Master’s degree (MS/MBA) is a plus.
